What makes a voice memorable?

It takes more than a funny tone or a booming quality, more than an imitation or illusion of emotion.  A memorable voice is one that has completely embraced the character.  The voice captures what the character thinks, wants and feels.  Voice acting is the good balance of strong vocalization and involved commitment to the character's mindset.
